Dr. Esther Ofei-Aboagyecurrently works as a Social Policy Analyst and Development Management Consultant. She holds a Ph.D. in Public Policy from The University of Birmingham, United Kingdom, and M.A. in Public Administration from Carleton University Canada. She vacated the post of Director of the Institute of Local Government Studies, Ghana; an institute established by an Act of Parliament (Act, 647, 2003) as part of efforts by the Government of Ghana to equip the local government system with the means to play a pivotal role in national development and public services delivery. As Director of the institute, she was responsible for the day-to-day management of the administration and programmes of the Institute and had oversight responsibilities for developing the human resource capacity of the local government system in Ghana. She is also a Council Member of the University of Ghana. She has extensive expertise in Public Sector Management, and Reforms; Decentralized Administration and Local Governance; Public Policy Formulation and Analysis; Institutional Development and Management; Gender and Development Management; Partnerships for Social Mobilization and Advocacy; Monitoring and Evaluation of Social Development Programmes; Local Economic Development and Natural Resource Management.
